BACKGROUND:
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Somalia since 1964. As a service provider with worldwide operations in the fields of international cooperation for sustainable development and international education work, GIZ works with its partners to develop effective solutions that offer people better prospects and sustainably improve their living conditions. The goal of GIZ is to support the capacity development of people, organizations and institutional structures in the partner countries so as to enable them better their living conditions through their own efforts.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), is implementing various projects in Somalia, across multiple sectors and regions. One of the projects is the GIZ Regional Programme “Improving the Prevention of Female Genital Mutilation” which aims to support national, regional, and local actors working on the prevention of Female Genital Mutilation (FGM) and other forms of Gender-Based Violence (GBV) in the Horn of Africa. The programme’s target groups are girls and women at risk of FGM and GBV in selected regions of Ethiopia, Somalia, and Sudan, where FGM is particularly prevalent. This includes Afar and the Somali region in Ethiopia, as well as Somaliland, Puntland, Jubaland (Kismayo), and Banadir (Mogadishu) in Somalia. In Sudan, the project targets Gedaref and Kassala.
The FGM-Prev programme operates around three main outputs:
- Strengthening institutional capacities
- Increasing cooperation
- Empowering community members to challenge their attitudes towards FGM and gender-based violence (GBV) such as child marriage.
At the heart of its efforts, the FGM-Prev programme works closely with public institutions and civil society organisations to systematically transform harmful social norms and strengthen the prevention of FGM and GBV. From impactful information and awareness raising campaigns to embedding prevention measures into national policies, the programme ensures that FGM and GBV remain firmly on the political agenda.
Equally important is the programme’s close collaboration with community-based organisations. By challenging patriarchal norms and power imbalances, these organisations play a key role in dismantling the roots of FGM and GBV, paving the way for safer and more equitable communities.
The programme is Project is seeking to recruit a Junior Technical Advisor based in Kismayo Jubaland.
Responsibilities
➢ Coordinate the activities of the FGM-Prev regional programme in Juballand and Southwest State of Somalia, and represent the project, in consultation with the Somalia component Manager based in Hargeisa.
➢ Establish strong connections with government agencies, community leaders, and international partners to improve collaboration and project effectiveness.
➢ Support main partners through technical advice and independently initiate and coordinate capacity development activities for different stakeholders.
➢ Support maintaining effective relations with local implementing partners, the civil society partners of the Community Initiative Fund (COIN-Fund) and Generational dialogue in Juballand state.
➢ Responsible for providing technical and organizational advice to ensure timely completion and submission of quarterly reports by implementing partners, following reporting templates. Monitor and support the performance of activities in the field as per project operational plans and indicators.
➢ Provide support to local state and non-state fund recipients to ensure proper and compliant management of their contracts.Organize and schedule technical meetings with the program team and coordinate meetings at the field level between COIN-Fund and Generational dialogue partners in Juballand.
➢ Regularly draws up a list of forthcoming meetings and events in Juballand.
➢ Support operational planning activities of the project, ensures timely completion of all activities, and tracks the progress, especially on component 1 and 3.
➢ Conduct regular visits to project sites and participate in Project partner events and the Generation dialogue sessions in Juballand to review progress and track program quality.
➢ Assist the Project’s Component manager for Somalia in preparing annual project progress reports.
➢ Support and coordinate with the Junior technical advisor for the records management of the project.
➢ Coordinate and assists in preparing other tasks and activities required for implementing these components.
➢ Work closely with the Project Component manager, Technical Advisor in Puntland, junior technical advisor in Somaliland, and other technical staff of the regional office.
➢ Facilitate exchange, align activities and ensure technical coordination with other GIZ projects operating in Jubaland and Southwest State of Somalia.
Skills and qualifications
➢ A master’s degree in public health, Social Sciences, Gender Studies,
Development Studies, International Relations, or a related field.
➢ At least 5 years of progressively responsible experience in technical advisory roles, preferably in programs addressing gender-based violence (GBV), female genital mutilation (FGM), or public health in fragile or conflict-affected settings.
➢ Proven experience in program coordination, stakeholder engagement, and capacity building.
➢ Experience working with government agencies, NGOs, and community-based organizations in Somalia.
➢ Fluency in English is required.
➢ Familiarity with Somalia’s political, social, and cultural context and region is essential.
➢ Willingness to travel frequently to project sites and work in challenging environments.
➢ Commitment to upholding the principles of gender equality, human rights, and social inclusion.
➢ Good communication skills, both written and verbal.
➢ Ability to work in a team and manage multiple tasks efficiently.
➢ Attention to detail and a proactive approach to problem-solving.
➢ Willingness to upskill as required by the tasks to be performed and work full time (40 hours per week)
